As the lead agency for the QUALITYstarsNY field test in Westchester County, the Child Care Council of Westchester, Inc. is assisting 17 programs, school districts and providers who have been selected to participate in the field test. Selected participants from Westchester County are:

Field test participants for QUALITYstarsNY are currently undergoing assessments of their programs. The 16 field test participants in the county are evaluated in two ways:

  • Submission of documents relevant to QualitystarsNY Standards that review program practices and achievements
  • Classroom assessments are completed using the appropriate Environment Rating Scales (ITERS, ECERS, FCCERS).

Participating programs receive points based on the program’s scores, which are derived from the documentation review and ERS assessments. When implemented, the total points received will determine a program’s star rating. For the field test, the maximum number of points a program can receive in each category are:

Learning Environment 25
Family Engagement 15
Qualifications and Experience 35
Leadership and Management 25
Total 100

Through their participation in the QUALITYstarsNY field test, programs help shape how QUALITYstarsNY will be implemented on a statewide level.  Programs are helping evaluators and project designers determine whether the above points weighting for the standard categories is accurate, and whether the star ratings distinguish levels of quality.
